Pope Bergoglio's Double Standard in Pederasty Cases

(Rome) What does Pope Francis mean in the sexual abuse of minors by priests: zero tolerance or double standards?

Cardinal Gerhard Mueller, Prefect of the Congregation for the Congregation of the Faith, called for a clear line in an interview published yesterday by La Repubblica: "Zero tolerance for pedophile priests. The bishops are to force them to self-report. "

Only the day before, Nicole Winfield, associate press correspondent from the Vatican, reported that Pope Francis, on the other hand, had a double standard  in the matter of pedophile priests.

Officially zero tolerance, in fact "the exact opposite"?

Officially "zero tolerance" is demanded and thus spread by the media. "Quite apart from the radar, things are diametrically opposed," says Secretum meum mihi. Whoever among the pederasts has "friends" among the Roman Curia, who are close to the Pope, has good prospects to get off easily.

According to the Vatican, Pope Francis "quietly reduced the punishments against a number of priests" who had been condemned by the Congregation for Religious responsible for serious offenses for the sexual abuse of minors. The Pope turned to "his vision of a merciful Church," according to Winfield.

"Don Mercedes" and the friends of the pope

The correspondent mentions the case of Don Mercedes. The Italian priest had been found guilty by the Congregation of Doctrine and the Faith, but had been pardoned by Pope Francis. Don Mercedes, aka Mauro Inzoli, found a new young victim in this way, and was now condemned by an Italian criminal court. As AP reported, a new Church law procedure is already pending against Don Mercedes.

The Congregation for the Doctrine of the Faith considered the suspension of his priesthood. He should be condemned to a life of repentance, prayer, and silence and no longer be allowed to exercise his priesthood. Don Mercedes, however, had good relations with the Roman Curia, those who were close to the Pope.

Pope Francis is known to persecute opponents, but not to let friends fall, nor the friends of his friends. Under Pope Benedict XVI, there was actual zero tolerance. Between 2005 and 2013, 800 priests were sentenced and deprived of their ministry. Petitions for pardon were only granted in the rarest cases and after careful examination.

Were Dismissed Figures in the Congregation in the Way?

Winfield cited the removal of the three members of the Congregation for the Doctrine of the Faith, two of whom had to return to their home diocese at the end of 2016, who were directly linked to the sanctions against pedophile priests. The employees were directly involved in the prosecution of pedophile priests. Was the "zero tolerance" undermined by their removal because they were not receptive to "friendships"? Their dismissal had been ordered directly by Pope Francis. Cardinal Müller tried to defend them against it. The Pope told him Directly: Who has the say! The third dismissed must vacate his Office as of 31 March.

Pope John Paul II was criticized for being too slow in the prosecution of pedophile priests. However, it was at that time the necessary sensitivity for the subject arose. Today, the Church is a pioneer among all institutions in the fight against sexual abuse. Pope Benedict XVI, who was serious about zero tolerance, was nevertheless heavily beaten by mainstream media. Towards the end of his term, church-factional groups wanted to drag him to an international court because of pedophile priests. At the same time, the Church under his leadership made serious, more than any secular association, than left-wing experimental education projects and secular sports clubs have shown. Even then, observers spoke of a mere pretext for damaging a displeased pope.

This presumption seems to be a new affirmation: Pope Francis, who, in contrast to his two predecessors, who appears to have a double standard, has so far been treated with velvet gloves in the case of pedophile priests.

Roman Curia: Term Limits to Five Years?

Five Year Term Limits for the Curia
(Rome) In these days there is talk in the Roman Curia much about possible reform, which "could have a really radical effect", says the Vatican expert Marco Tosatti in the daily newspaper La Stampa.
The reform envisages the idea to limit the period of service of Officials of the Roman Curia to five years. An extension of a maximum ten years could be granted in exceptional cases.
Officials are called priests, whether in congregations or councils, do the bulk of the work in the Roman Curia in the various dicasteries. In the secular sphere you would speak of the officials in the administration.
A priest from Munich, Paris, La Paz or New York, who will be appointed to the Roman Curia to Rome, would in future return to his home diocese after five years. The regulation should apply to all institutions of the Holy See, excluding the Diplomatic Service. The diplomats will continue to follow the traditional career model.

Weakening of the Curia - the diplomats win?

Service in the Diplomatic Academy, the oldest in the world, begins with the cursus honorum of candidates, the way, which at the end, will be Apostolic Nuncio and titular archbishop after about 16 or 17 years of service.
The idea, according to the critics, would weaken the central institutions for the management of the universal Church. The church would be robbed  of the expertise, skills and experience of officials. No secular authority would engage in such self-enfeebling. Politicians come and go, but the civil service is quietly the backbone of any state administration.
The idea is justified by the intention of limiting "careerism";  with limiting pastoral duties of priests who should not  be held too long by administrative work; with the ability to integrate more priests from various dioceses in the management of the universal Church. This does not convince outside of Santa Marta. Outside  there is the idea, should it be really final, that this is regarded as a further blow by Pope Francis against the Roman Curia.
Some speak of an "old" anti-Roman reflex, which comes into fruition with this idea. A reflex, which under Pope Francis  leaves only the diplomatic corps, which is already the big winner of the change in Popes  from 2013, as the big winner. Should the reform idea to be implemented, the diplomat would automatically  form the actual backbone of the world Church in Rome within a short time.

Papal Curial Reform with Contradiction

(Rome) The Summit curial reform approaches. Yet Pope Francis continues in his usual manner, "as he persecuted the good and promoted the bad in some cases" says the Vatican expert Sandro Magister.
At the same time, the Pope gave the ecclesiastical courts worldwide statements that have put things in a new direction with respect to marriage bond resolution.  

The Reform of the Curia, Which Holds Little Interest to the Pope

From the 9th-11th February the ninth meeting of the C9 Cardinal Council convened. After the meeting on the 13th and 14th of February there will follow a regular Cardinal Consistory, which will deal with the work and proposals of the C9 Council.
Eleven months ago  Pope Francis and the Cardinal Consistory remained behind closed doors in order to confront the issue of the family. The new family agenda was presented by Cardinal Walter Kasper. (By papal order)  This after two days of heated verbal exchanges. Much of the Cardinals felt almost overwhelmed. The conflict was continued at the Synod of Bishops in the fall of 2014.
Next month, Pope Francis will call the Cardinals together for the second ordinary consistory of his pontificate. This time, instead of the family, curial reform is on the agenda and will renew again, albeit at a different level, a, expectedly bitter conflict behind closed doors.
A month after his election  Pope Francis established an eight member Council of Cardinal advisors on 13 April 2013 that he wanted to advise him on the reform of the Roman Curia and in the management of the universal Church. Since the appointment of a new Cardinal Secretary of State, the Council was expanded to nine members. Since then the Council of Cardinal Advisers has been convened eight times for three days. Pope Francis was always present, except for the period of the mid-week general audiences.

Not All Proposals "Presentable"

Since then, many reform ideas are on the table, which are mutually exclusive in part. There are at least as many as the C9 Council of Cardinal Advisers has members. Some of them are not only contradictory but "not presentable," says Magister. The latter include the idea that different institutions and tribunals of the Vatican judiciary, including the Apostolic Penitentiary,  could be formed into a new Law Dicastry.  Thus, the separation of powers would  be overriden in a serious way.
Pope Francis has not yet commented on the reform plans. For now, he seems to have the C8 and presently C9  at work, promoting  a new collegiality. As a form of occupational therapy? The Pope was already known last year that he did not intend by 2016 to address the specific reforms. After his election, he established the Council, but has since  ruled as a Jesuit Father General. He alone decides when and what he wants. Whatever comes to mind, he goes on, collegiality or no.

Christmas Slap in Curia

When Francis on December 22, invited the Roman Curia to the Christmas reception, he administered a tangible slap to his closest associates instead of Christmas wishes. He threw their "diseases" publicly  in their faces. Fifteen pathologies the Pope said his staff suffered. "One meaner than the other," says Magister. Comparing the papal diagnosis with the papal decisions about layoffs or promotion in office, one can only marvel.

Pontifical Dismissal

The best known of the disempowered ones is Cardinal Raymond Leo Burke. Among the Vaticanistas there are different public assessments,  so Burke's attitude to leaving is dependent on the Vaticanist's understanding, or the Vaticanist's inclination to Pope Francis.  However, all agree that this is a snubbing in the practice of the Holy See, an affront to the individual opinions. The eminent canonist whose competence and moral straightness is respectfully acknowledged even by his opponents, was deported to a meaningless position in the leadership of the Church as the patron of an ornamental guard of honor.

Pontifical Promotions

Among the most incredible promotions continues to include the appointment of Msgr. Battista Ricca as a domestic prelate and personal delegate of the Pope at the Vatican Bank IOR.  There have been serious concerns raised about Ricca  because of his dubious way of life.   As a Vatican diplomat, he had  given "three Apostolic Nunciatures occasion for scandal", most recently in Montevideo, where he had taken his illicit room mate. Despite the entry of his superiors to Rome, he was indeed withdrawn from active diplomatic service, but  landed miraculously softly as director of the Roman Houses of the Vatican. Msgr. Ricca took over the management of the guesthouse Santa Marta and the guest house on Via della Scrofa. Also, ultimately, the diplomatic service, since in the guest houses accommodate important guests are  from around the world. He made many Cardinals of friends who spent the night there, including the current Pope, who made him his confidant in terms of the Vatican Bank in June 2013.

From the Fight Against "Gay Lobby" in the Vatican to Homosexual Promotion?

As a trait of the Pope, it seems to be clear that he no longer takes back previous decisions. Whoever falls from grace, he remains. Whoever is in favor, also remains.  It's truly amazing is in this context that Pope Francis in June 2013 lamented the existence of a "gay lobby" in the Vatican, against whom he wanted to proceed. In reality, the Papacy in the public eye has engaged in the unprecedented promotion of the homosexual lobby, and not just in the Vatican. This was followed by the appointment of Msgr. Ricca, who has been known as "the prelate gay lobby". As if offering a superlative for the media demand at the end of July 2013, he uttered the controversial sentence of this pontificate: "Who am I to judge?" And as a highlight to date Archbishop Bruno Forte, had been named by Francis for Special Secretary of the Synod of Bishops, as a recognition of homosexuality by the Church in the interim report of the Synod. The Synod Fathers rejected this passage, but Pope Francis still had them  published in the paper, and  adopted since it was an intergral part and the rejection of the synod only one accident that could be remedied in the second part of the Synod of Bishops in October 2015. At least this fatal impression must arise. Especially as it confirms that this approach  not  a go it alone by Archbishop Forte, but  agreed and approved by Pope advance.

Synod of Bishops as an Instrument of Pontifical Disruption?

Pope Francis seems to want to make the Synod of Bishops, a permanent institution. This is speculation for the time being, but the evidence suggests it. It initiates discussions and lets them run wild, which had been declared closed by its predecessors. This includes the admission of remarried divorcees to the sacraments and the discussion on the approval of a second marriage.
Today in the Church the more or less public, far more violent undercurrent of smoldering conflict was not being imposed by external circumstances on the Church. It has been triggered directly by Pope Francis. He convened the Synod of Bishops on the family, although this was no objective need. He appointed Cardinal Kasper as sole rapporteur, knowing full well what Kasper would recite before the astonished cardinals.

Resistance of the Margins: Paradox or Emblematic?

A remarkable, but perhaps not accidental detail is that the new family agenda and the paradoxical appurtenance  of "homosexuality" especially in the bishops of the "margins", particularly in Africa, parts of Asia and Eastern Europe where there is the fiercest resistance. Those "margins", Pope Francis has so often emphasized.
After the second part of the Synod of Bishops in nine months, the Pope will decide as an absolute monarch. Francis, who likes to be called "Bishop of Rome" and is hardly known as Pope, to the astonishment of all,  cried at the end of the Synod of Bishops in obvious anger at the synodal resistance of Cardinal Burke and "marginal bishops" to the astonishment of all that it according to canon law  he was entitled to the sole decision-making authority.

Master: "Obvious Sympathy for Progressive Wing"

The obvious sympathies of Francis fall to the progressive wing, which is led by the bishops of the German-speaking countries with their bulging coffers. The flirtation with the Orthodoxy of the East applies only to their liberal deviations from the Latin Church, the second and third marriage and the non-celibate diocesan clergy.
The progressive sympathy is otherwise more striking by conflicting signals of the pontificate clearly filtered out. The contradictions heard in sympathy for Pope Paul VI. The encyclical Humanae vitae he repeatedly stressed, praised and praised by his predecessor as a "prophet". Hardly an encyclical in Church history has come across more violent resistance and having been rejected by a number of Western bishops' conferences, including those of the German states.
In Manila, Francis added his praise for Paul VI. in the context of Humanae vitae and added that it was  "very merciful in  specific cases," however, also and "confessors have been asked to be very understanding." A weakening of his previous praise?

In Theory, Orthodox Paradox in Practice?

The Vatican expert Sandro Magister draws his conclusions and says that even the controversy over the divorced and remarried would "probably" end up in the same way. "Francis will stick in words the Catholic doctrine of the indissolubility of marriage, while encouraging the bishops and clergy, to have 'pastoral compassion' in practice  and understanding for the failed and then re-marriages."
Paul VI, who was beatified on the closing day of the Synod of Bishops in 2014,  drew with the Encyclical Humanae Vitae a storm of criticism and protest  - and outside the Church and became, despite being the great innovator of the Progressives,  the lonely man in the Vatican.
For Pope Francis is distinguished for the future rather to be the contradictory, "as he apparently gives both intransigents and innovators satisfaction," says Magister. If only it were not the word "apparently".

Pope Announces Cardinals at Angelus: Pope Francis Attempting to Appoint a Third World Conclave?

Edit: Pope Francis has just announced who his appointments will be at today's Angelus, surely on a day where news isn't common.  Neither the expected favorite, nor Arcbishop Chaput.  In fact, there are no appointments at all from the United States, only one from the Curia and some fairly obscure appointments from the "developing world".    In fact, there are only four voting cardinals from Europe, and all of them are from Latin countries.  

Archbishop Edoardo Menichelli has already submitted his resignation to the Holy See on October 15th of last year.

The really interesting one is the Archbishop of Addis Abada in Ethiopia.

Archbishop Gänswein Denies Making Statements to "Die Zeit"



Curial Archbishop Georg Gänswein has denied the alleged quotes by "Die Zeit".

Vatican (kath.net / pl) "That is nonsense, if I were against the Pope, he would not have confirmed me [in my office]." With this devastating judgment, Archbishop Georg Gänswein, Prefect of the Papal Household, commented on a report in "Die Zeit" about his alleged difficulties with Pope Francis. "I had not read the article. This morning I received some mail that criticized me. I do not know what I said. I spoke a few months ago with a journalist, but it was not an interview." The Archbishop stated this during the presentation of a Bible-app in the headquarters of Vatican Radio, as the Italian newspaper "La Stampa" already reported.

The German weekly newspaper "Die Zeit" had previously tried an in an article with alleged Gänswein quotations, to create a conflict in Gänswein's conscience between the current Pope Francis and his predecessor, Pope Benedict XVI. Gänswein, both private secretary of the Pope Emeritus is also at the same time, the Prefect of the Papal Household in close collaboration with the current Pope, who had sentences placed sentences in his mouth like: "I must be as honest with myself, which is a pain, to live up to the new role." He had the impression that he was supposed to be "living in two worlds," unsure of what he expected from Pope Francis' "every day anew, what will be different today". For example, he is already supposed to have felt "insulted" by the Pope's refusal to take up residence in the papal living quarters in the Apostolic Palace. These alleged statements Gänswein is supposed to have been made ​​were in respect to the "Die Zeit", but they stay on the safe side as to when, how and to whom.

These alleged Gänswein-statements have now been hastily spread by various national media in Germany. Internationally they were little addressed. That these phrases in no way fit to other explicit Gänswein statements, was not discussed. Neither has the denial of Archbishop Gänswein - which after all, has already taken place at 5:12am, and has been distributed by an Italian news agency - which is used by the media in Germany.

Involuntarily one wonders: What interests are behind such false reports? If you want to actually play to those German Catholics who appreciated Benedict and appreciate, by hook or by crook and are using unacknowledged quotations against the current pope? Cui bono?

And the next question arises: would, even if it's wrong, it's correct - i.e. that Benedict-inclined Catholics have a hard time with Francis, even then we could ask: Yes? And?

For in the Catholic Church is not required that one must put on hold representing the normal interpersonal processes of sympathy or personal struggle, of approval or constructive criticism entirely, not even against popes. The Catholic Church has never been a monolithic block. Contrary to many predictions, it remains that there is a place in the Catholic Church for many voices. If they present their criticism in a moderate, constructive, well-meaning way. However, this condition is more happily felt than clearly fulfilled!

Gänswein About Benedict XVI: Resignation Was "Amputation" -- About Francis: "I wait every day anew, what will be different today"

Update 18:41 GMT, Monday, Dec 9:  Msgr. Gänswein has denied that he made these statements as was reported in La Stampa and Radio Vaticana.  See recent report from Kath.net.

(Vatican / Cologne) Curial Archbishop Georg Gänswein, the personal secretary of Pope Benedict XVI. refers to the surrender of the German Pope as "pain". This he said in an interview published on last Thursday with the Hamburg weekly Die Zeit. The resignation of Benedict XVI. , he had experienced as "amputation". The years as personal secretary to the reigning Pope had been very intense: "I left eight years of blood and also tasted blood, sometimes."
Archbishop Gänswein continues to speak of Benedict XVI. as "Holy Father". This does not alter the basic fact: "There is only one Pope."
He feels today in his two roles as though he is torn  between two worlds.  For a year Archbishop Gänswein has been Prefect of the Papal Household, as he serves the new pope. At the same time he is also secretary of Benedict XVI., who lives retired at the monastery Mater Ecclesiae. "I have the impression of living in two worlds," he is quoted by Die Zeit. And with a view to the reforming activities of Pope Francis: "I wait every day anew, what will be different now."
The decision of Pope Francis, not to live in the papal apartments in the Apostolic Palace, but the guest house Santa Marta of the Vatican,  Gänswein considers as an "affront" against Benedict XVI. Especially because the Pope from Argentina said that the apartment in which the popes lived before him makes him "gloomy", and anyway, he wanted to live "among people". In the meantime, the new pope and his Prefect of the Papal Household could even share a joke with each other, as Gänswein confided to the weekly paper.

The Pope's Statement on Msgr. Ricca: Magister Vindicated

Edit: the following is from the English version of Sandro Magister's page. His analysis explores the Pope's interesting comments about lobbies within the Vatican, and their destructive ability and how the Pope has essentially vindicated him. We should not assume that because the Holy Father is willing to be magnanimous toward Msgr. Ricca, that he continues to have trust in him, nor that he is no still concerned and about to do something regarding the "homosexual lobbies" in the Church.

ON THE RICCA CASE AND THE "GAY LOBBIES"

Another set of answers concerned the “gay bobbies” at the Vatican and the case of Monsignor Battista Ricca, appointed by the pope prelate of the IOR before his scandalous past came to light.

No prejudice against homosexuals, but the lobbies no, they're not okay. This is the gist of what Francis said to the journalists.

In general, about the gays and the lobbies pope expressed himself as follows:

"So much is written about the gay lobby. So far I have not found anyone at the Vatican who has written 'gay' on his identity card. A distinction must be made between being gay, having this tendency, and being in a lobby. The lobbies, all lobbies, are not good. If a person is gay and is seeking the Lord with good will, who am I to judge him? The catechism of the Catholic Church teaches that gay persons must not be discriminated against, but must be welcomed. The problem is not having this tendency, the problem is being in a lobby, and this applies here just as it does to business lobbies, political lobbies, Masonic lobbies.”

While on the specific case of Ricca he said:

"In the case of monsignor Ricca I have done what canon law says to do: an initial investigation. There has been found nothing of that of which he has been accused. We have not found anything. Many times in the Church the sins of youth are sought out and then publicized. We are not talking about offenses, about crimes, like the abuse of minors which is a completely different thing, but about sins. But if a layperson or a priest or a sister has committed a sin and has converted and confessed, the Lord forgives, he forgets. And we do not have the right not to forget, because otherwise we risk that the Lord may not forget our sins. So many times I think of Saint Peter who committed the gravest sin, he denied Christ. And yet they made him pope. But I repeat, about Monsignor Ricca we have not found anything.”

Francis did not add anything else. He did not say that the facts alleged against Monsignor Ricca are false. He simply said that about these facts “nothing has been found” in the documentation submitted to him at the Vatican.

But since - as the pope now well knows - everything about these events is found in the documentation of the pontifical nunciature in Montevideo and at the time the documentation was sent to Rome as well, the deduction is obvious: at the Vatican a lobby worked to cover the tracks.

The pope also did not confirm his trust in Monsignor Ricca and declare the matter closed. Anything but. The “sins of youth” can be forgiven, he said. But only to those who sincerely confess and repent of them, as did Saint Peter. Not to those who have done and are doing all they can to conceal them, disguise them, get rid of them, with the help of a powerful lobby that is still not admitting defeat. One of those lobbies, the adjective does not matter, which Pope Francis has once again said he wants to uproot from the Vatican curia.

In the latest issue of L'Espresso, the magazine that broke the case, nothing other than this was written:

“Against homosexuals who live in chastity, including priests, bishops, cardinals, there is no preconceived hostility whatsoever in the Church, so much so that, in tranquility, a number of them have occupied and still occupy important positions. What the Church does not accept is that consecrated persons, who have made a public commitment of celibacy and chastity 'for the Kingdom of Heaven,' should betray their promise. When the betrayal is public, it becomes scandal. And to heal it the Church requires a penitential journey that begins with repentance, not with falsification, concealment, deception, worse still if carried out with the complicity of others, in a 'lobby' of intersecting interests, licit and illicit”.

Cardinal Kasper Leads a Progressive Coalition to Elect a Weak Pope


Edit: we were reporting earlier that wed hoped that Cardinal Kasper had turned away from his Old Liberal ways as a protege of the dissident Hans Kung.  He not only kept mostly silent, but moderated many of his former opinions, even encouraging his fellow Germans to obey the Holy Father at one point.
Now the wily Conciliarist smells blood in the water and is leading the progressive bloc in the Council to elect at least a man they can manipulate to further their agenda.  Here’s the translation from Giuseppi Nardi and his interpretation, which is very perceptive:

(Rome) Cardinal Walter Kasper, will participate in the conclave, though he is 80 years old, in two days. He will thus be the oldest papal elector. The German Cardinal, the most weighty representative of the progressive cardinals, is spinning the threads of an anti-Ratzinger Pontificate.
The former assistant to Hans Küng was removed in 1999 by John Paul II as the Bishop of the Diocese of Rottenburg-Stuttgart and transferred to Rome, where he was until 2010,  the President of the Pontifical Council on Promoting Christian Unity. The promotion was part of a smooth reconstruction of the German episcopate by repression of the progressive influence. As a "minister" of the Holy See, Kasper moderated his attitude, although he had not abandoned it. Within the Roman Curia, he was theologically the real opponent of Benedict XVI. Since his resignation announcement, it was difficult not to see the Cardinal as the most important representative of the progressive camp to advance amid the Conclave participants. It is a direction that is no longer numerically  great among the electors, but looks for allies.

Little surprise, then, that the Left-Liberal Italian daily La Repubblica [They also do Vatican Insider] asked the Cardinal for an interview. That paper, which published the dubious rumor  by an allegedly scandalous shocking content of Vatileaks-final report, which allegedly prompted Pope Benedict to resign. The unproven sex-crime-and-Vatican rumor was spread worldwide. La Repubblica is currently one of those papers of similar political alignment that try to significantly influence the conclave from the outside.
The newspaper asked Cardinal Kasper what he would say to  Benedict XVI,  when he visits him after the conclave. The Cardinal did not  too shy to announce through the media today what he would eventually intend to say in person to the former Pope, but in any case, still Pope.  It’s hard to imagine less respect. Kasper's remarks reveal a certain nervousness that in Benedict XVI. the Cardinals could recognize maybe a preferred candidate to succeed him, or at least to prescribe and influence the  who his successor will be.

Kasper's response thus acts more on the conclave, then an imaginary conversation with Benedict XVI. after the conclave disguised as a "piece of advice" which corresponds to more of a warning. So what would the Cardinal tell his German compatriot?
"Many things. The first is a piece of advice. I would recommend him to let himself be used by anyone.The danger is too great that the church leadership suffers his influence. This must not happen. He has made his clear decision that requires a step back. He must, therefore, impose restraint. He must avoid to relate questions that church leaders and church politics to interfere. Then I would still be friendly with him, talk about what we both care about the most, theology. "
The newspaper stressed then that the German Pope, especially in the local church, sees an authoritarian figure who dictates from above, which is why in Germany particular worth is put on independence from Rome. As to the question of whether Kasper also sees it this way, the Cardinal contradicts, but rather calls for an unspecified democratization of the Catholic Church to Protestant model:
"It takes a new form of exercise of church leadership. This form is called collegiality, a more horizontal government. The collegiality of the bishops must extend through forms of representation to all parts of God's people. Such collegiality would go in the direction of the Second Vatican Council of the unity in diversity among all who believe in the gospel and greater dialogue with other religions. It is necessary to get away from the dryness of Roman centralism by the conviction that the center does not mean centralization.
The reform of the curia is a priority. At the same time it is also a big problem, because today there is a lack of internal dialogue in the Roman Curia. The departments of not talking to each other, there is no communication. This situation is changing.
In the General Congregations, we have not talked about Vatileaks. I think that the Curia should be revolutionized, and generally independent of Vatileaks. I believe that next to the word reform is a second word: transparency. The Curia must begin to stop fearing transparency. "

"Celibacy, women priests, homosexuality" and Kasper’s silence

According to La Repubblica move "celibacy, women priests, homosexuality [...]" the conscience of many believers back "issues" with emphasis in the public debate. " Cardinal Kasper also contradicts not a word in this case, if it is received in its response on another keyword:
“The banning of remarried divorcees from communion is a wound. I will not pretend to the previous track, but one thing is certain: there needs to be serious rethinking on this issue. It takes humility to approach the argument from case to case. The determination can be changed according to the diversity of the situation. "
Cardinal Kasper expresses no preferred candidate as the next pope: "I wish that there is no objection to anyone. We have to be open to everything, for every nationality and every geographical origin. "

Meanwhile, it was revealed that large movements are in progress, the Archbishop of Sao Paulo, Cardinal Odilo Scherer is being brought in camp as a candidate of the “Left" position. Movements, in which the progressive classical types as Lehmann and Kasper, are connected. As at the largest Brazilian newspaper Folha de Sao Paulo reported on the  5th of March, the Brazilian Bishops' Conference has not only called the cardinals of the largest Latin American country to vote for Scherer, but also specifically asked the progressive mass media to create the right atmosphere for the election Scherer.
It is not only the ten percent of the old progressives who gather around Scherer in the conclave, but all “Liberal" cardinals who believe that the reconstruction of the church by Pope Benedict XVI went too far. Thus  an anti-Ratzinger successor is  secured to cancel the pontificate of Benedict XVI  in its "restorative" parts.  The alliance, which also includes parts of the Roman Curia. Those Curia who were, under Pope Paul VI and John Paul II, were greatly enhanced by a number of new councils, academies and commissions. The heads of some departments want to live a life of their own as much as possible, which is why they are traditionally interested with the progressives for a weak pope, which Cardinal Kasper indirectly expressed. Those who know him are convinced that Cardinal Kasper thinks there is a plan B  next to Scherer.

Secretary of State Scolds New CDF


Edit:  Archbishop Müller attempts to go over the head of the local ordinary, the Pope, even lies about it, on behalf of his Liberation Theology friends in Peru. 

(Lima) In the Andean country of Peru, there is a rebellious university, which was deprived by Rome of the right to continue to call itself a "Catholic.”  The competent Archbishop and nominal chancellor of the academic institution withdrew the right to teach theology from the entire faculty.  After a heated session, which took place a few days ago in Rome, the Holy See insisted  that the university will continue to rebel without theologians. Cardinal Secretary of State Tarcisio Bertone had been invited to the meeting. The senior participants made the intention of the Prefect of the Congregation, Archbishop Curia Gerhard Ludwig Müller to thwart the ruling. He had tried to take the side of the Peruvian rebel party. A "gross error” for the keeper of the faith, as it is described in Rome.
Several dicastries were invited to the meeting  to consider a letter from Archbishop Müller to the Archbishop of Lima, Cardinal Juan Cipriani Thorne at the end of January. Therein the Prefect demanded an explanation as to why the Peruvian Cardinal had revoked the Church’s permission to teach theology for all the university professors of theology department.   This had notified the university authorities in December of disciplinary action by which the Holy See had withdrawn by its decree of June 2012, the Pontificia Universidad Catolica del Peru right to continue to describe themselves as “Papal" and call themselves "Catholic".

The disciplinary measure which took place with the approval of Pope Benedict XVI, has lost none of its legal validity, since the university boards continue to refuse to reform the statutes and ecclesiastical regulations to implement the Apostolic Constitution Ex Corde Ecclesiae for higher education institutions.
Although the Roman decree at the time of appointment of the Bishop of Regensburg to Rome had been adopted, and the new CDF Prefect was active, according to which the rebellious professors had then turned to complain to him. According to this the withdrawal of permission to teach, it was made from "reasons of doctrine." Müller felt thus responsible, and called on the Archbishop of Lima, despite his own existing decision, to let the regular teaching  in theology continue. Müller justified this unusual step by saying that the Holy See had not yet decided the question.

The new Prefect’s interference came to nothing in Archbishop's Palace in Lima or in the other departments in Rome. Therefore, the Secretary of State Cardinal Bertone  addressed the situation at the aforementioned meeting at which the Muller's letter was canceled. It was annuled on the grounds that it had merely been a “personal" intiative by the Prefect, who had not even consulted his experts at the Congregation. Mueller also failed to send the letter through the regular channels of the Apostolic Nunciature in Lima. The Archbishop of Lima, Cardinal Cipriani had instead simply just gotten a fax. The document has ignored the canon law, the other departments, which the competent diocesan bishop for the right to grant and revoke the teaching license.
The result of the meeting was immediately sent through diplomatic channels to Peru. It can be summarized as follows: The letter from Archbishop Mueller is null and void the decision of Archbishop Cardinal Cipriani has undiminished validity.

The former Pontifical Catholic University of Peru, whose acronym of PUCP has shrunk in UP, does not have enough teachers who are willing to teach without church permission at the university.
The outcome of the meeting chaired by Cardinal Bertone was a "serious blow all around to the new Prefect, such as Andrés Beltramo Álvarez wrote for Vatican insider. To the Roman Curia  the question is whether the "new German in Rome "is really the right man for such a central post, which requires maximum discipline and allows neither improvisation nor formal or editorial errors".

Benedict XVI Fires Another Old Liberal Bishop

Yet again there is another Old Liberal Bishop of the rundown Post-Conciliar Church --- named by Benedict XVI -- who has been removed. 

 (kreuz.net)Today Pope Benedict XVI has accepted the surprising resignation of Archbishop Vincenzo Di Mauro (61).

The reason for the resignation is not known.

Vigevano is a 64,000 population city 35 km southwest of Milan.

Dismissed

Msgr De Mauro was the Secretary of the Vatican Prefecture for Economic Affairs.

His dismissal after only three years in an unimportant Italian diocese was widely interpreted as a demotion.

The Italian news agency 'agi.it' spoke of the dissmissal of the Archbishop.

A broad education

Msgr Di Mauro was ordained a priest by the Old Liberal Archbishop of Milan, Giovanni Cardinal Colombo (+1992) in June of 1976.

Along with theology, he studied Literature, Journalism and Economics.

He was active in the Archdiocese of Milan as a chaplain in various parishes.

Roman Career with Interruption

From 1994-1998 he worked for the first time in the Vatican with the Papal Office of Laity.

Then he came back as a pastor from Milan.

Career Jump Under Benedict XVI

In January 2004 he was named as a Delegate to the Ordinary Section of the "Administration of the Patrimony of the Holy See".

In September 2007 the Pope raised him to Secretary of the Prefecture for the Economic Affairs of the Holy See.

For this administrative post, Benedict XVI consecrated him Bishop on the 29th of September.

Transfer with Consolation Prize

On the 22nd of November 2010 Msgr Di Mauro was surprised to be named as Coadjutor-Bishop of the small Diocese Vigevano -- 35 km south west of Milan.

As a consolation prize, he was granted the personal title of Archbishop by the Pope.

Msgr Di Mauro published various catechetical works.  He wrote text and composed also downright horrible church music.

The Reason

There are two possible reason for the resignation of the Archbishop: one -- a possible -- entanglement in the disappearance of documents from the Vatican or -- more likely -- sexual indiscretions.

France.  The Council Blessed John Paul II let important tasks slip and his successor "to pay the price for this incompetence".  French historian Philiippe Levillain (71) said this in an interview with the Catholic news 'La Croix'.  Levillain named as examples, the abuse-hoax, the Legionaries of Christ and the reconciliation of the Society of St. Pius X.

Cardinal Kasper Criticizes the "bad style" in the Curia
