No Place for Tradition -- Not Even on the "Margins"

(Rome) In a "Church on the margins" there is a place for many, but apparently no place for tradition, at least not in the Abruzzo, Italy. There rules Bishop Michele Seccia,  who is considered as an example of a clerical turncoat in Italy. Appointed by Benedict XVI. as  bishop and placed at the top of the Diocese of Teramo-Atri, he applied himself to follow the Pope in matters motu proprio Summorum Pontificum.  Enter Pope Francis, the same applies, but in the exact opposite direction.
The situation of the traditional believer in the diocese is dramatic (see At the "Margins of the Church" - of Traditional Rite: Situation report from Abruzzo ). As Pope Benedict XVI. enacted the motu proprio Summorum Pontificum,  Bishop Seccia called the Franciscan Friars of the Immaculate to Teramo. They took over the abandoned Dominican monastery and managed the Church of San Domenico, bringing  a growing number of believers to the traditional rite. But along with the tradition, the Franciscan Friars of the Immaculate fell into disgrace after the election of Pope Francis to the highest ecclesiastical office.

In July 2013, the Roman Congregation of Religious under the direction of Cardinal Prefect Cardinal João Braz de Aviz  banned the Franciscans of the Immaculate from celebrating the traditional rite. In this emergency situation an Argentine military chaplain was brought in to help, who has been borrowed for some years by the diocese of Teramo-Atri. In the church of the Franciscan Friars of the Immaculate, who were no longer allowed themselves, now Don Gaston Munoz Meritello celebrates in the traditional rite.
In February 2015, however, the late Apostolic Commissioner Father Fidenzio Volpi closed the monastery of the Franciscan Friars of the Immaculate on in Teramo. The San Domenico church was closed. The faithful attached to  the traditional rite were literally shut out.They were locked out of the church.

Empty Churches but no Place for the Traditional Rite

Since then, Coetus has engaged in protracted negotiations with the bishop, to find admission to another church in the city, or to the opening of the Church of San Domenico, at least for the celebration of the Mass by Don Gaston on Sundays and public holidays.
Although the city's churches are empty,  no priest of the city showed pity on them and offered hospitality in his parish. Although the bishop took part in the celebration on a grand scale opening of the "center" of a different religion, he showed no mercy to the faithful in the traditional rite and offered them, despite many empty promises, hints and promises of any of the numerous, partly unused churches in the city.

The Argentine military chaplain Don Gaston Munoz Meritello could finally find a replacement. In the parish 25 km distant from Teramo  where he worked as a chaplain, he received permission to use the  remote chapel. There he had since celebrated then for the faithful who attended the Mass from the city of Teramo and the whole area in the traditional Rite. Although the chapel is tiny, it lit up this remote place with all the splendors of the Sacred Liturgy in honor of God and a blessing to the faithful and the entire Church. This felt as though the Congregation of Religious and  their own bishop had driven them to the underground, but they were glad to be back to have a Mass location.
With the transfer of Don Gaston Munoz Meritello to the mountain parish of Faieto, the old Mass community had to return to wandering, this time in the mountains. The path to the "margins of the church", not a virtual, but a quite literally has continued to  take them to the margins. In the mountainous region, a single priest is in charge of seven parishes. The parishes are very small, but are far apart. A relief for Don Gaston was therefore welcome. Don Gaston was in the Parish Church of St. Andrew of Faieto celebrating Holy Mass in the traditional rite. Faieto is located 630 meters above sea level and has a population of 90 inhabitants. A more remote location could hardly be found in the Diocese of Teramo-Atri.
The faithful began with Don Gaston at their own expense, to beautify the mountain church   and to make a number of liturgical purchases. But even this exile did not last long. Bishop Seccia has ended now without prior cooperation with Don Gaston Munoz Meritello. Reasons were not disclosed. Since he was only "borrowed", Don Gaston must therefore leave the Diocese of Teramo-Atri. His next mission will be decided by the Argentine Military Ordinariate.

For new pastor of Faieto  Bishop Seccia has appointed Father Giovanni Maria Manelli of the Franciscans of the Immaculate. As the family name suggests, he is a relative of the Order's founder, Father Stefano Maria Manelli. Father Manelli is indeed to take over the remote mountain parish, but is limited by the prohibition he is not to be allowed to celebrate the traditional rite the Holy Mass.
The faithful are once again on the road, driven by those who should be their shepherds. For them, it seems in the "New Mercy" has left no room at the inn, not even in the Church.

Cardinal Sarah: "Rediscover the Sacrality in the Holy Mass"

(Rome) In his interview book "Dieu ou rien" (God or nothing) the new Prefect of the Congregation for Divine Worship, Cardinal Robert Sarah, also took a position on  the Motu Proprio Summorum Pontificum of Pope Benedict XVI.The French traditional information service Paix liturgique published the statements in his "Letter 65".
Paix liturgique had welcomed the appointment of Cardinal from Guinea to succeed Cardinal Canizares in the fall of 2014.  Now the information service writes:

"In early March 2015 Cardinal Robert Sarah, Prefect of the Roman Congregation for Divine Worship and the Discipline of the Sacraments remained for a long time in Paris and the surrounding area  in order to consult on  the resultant interview book, "God or Nothing"  with the journalist Nicolas Dat" (Fayard). The book paints a personal and surprising portrait of one of the most discreet and yet most important prelates of this pontificate.
While there are a large number of events  attended to by the book, the Cardinal wanted to devote a considerable part of his time not the media, but the faithful. He visited several parishes. In each he took on a specific topic of his book. This included the liturgy, precisely about which he spoke  in the parish of Saint-Eugène-Sainte Cécile, in which both Rites have been celebrated for 30 years," says  Paix liturgique. The following is an excerpt of the liturgy part of Cardinal Sarah's book.

Joy and Gratitude for Summorum Pontificum

"Personally, I have received Summorum Pontificum with great confidence, joy and gratitude. It is the sign and proof of how the Church, mother and teacher, look at all the faithful, by taking into account all the sensitivities. Benedict XVI. wanted to support the wealth of different spiritual expressions in the belief that they will lead to the Church to true unity and an ever brighter scope for  the holiness of the Church.
I think that this beautiful motu proprio fits perfectly within the bounds of the Council Fathers furrow. Therefore, we can not pretend we have forgotten what was declared expressly in Sacrosanctum Concilium: "For the liturgy contains as a divine institution immutable parts and parts which are subject to change. These parts may change over time, or even if something should  have crept into it, that it doesn't affect the inner nature of the liturgy less than if they have been found to be less suitable or equivalent."
In the letter Summorum Pontificum accompanied Benedict XVI wrote .:
For that matter, the two Forms of the usage of the Roman Rite can be mutually enriching: new Saints and some of the new Prefaces can and should be inserted in the old Missal. The "Ecclesia Dei" Commission, in contact with various bodies devoted to the usus antiquior, will study the practical possibilities in this regard. The celebration of the Mass according to the Missal of Paul VI will be able to demonstrate, more powerfully than has been the case hitherto, the sacrality which attracts many people to the former usage. The most sure guarantee that the Missal of Paul VI can unite parish communities and be loved by them consists in its being celebrated with great reverence in harmony with the liturgical directives. This will bring out the spiritual richness and the theological depth of this Missal.
It is likely that we can better understand the celebration of the Mass according to the Missal of the old Mass as an act of Christ and not of men. Thus the  mysterious and mystagogical character is also  perceptible. Even if we actively participate in the Mass, it is not about our action, but  those of Christ. In his Apostolic Letter Quintus Annus Vicesimus. John Paul II asks wherein lies  active participation.
But what is this active participation? What must you do? Unfortunately, the word was very quickly misunderstood to mean something external, entailing a need for general activity, as if as many people as possible, as often as possible, should be visibly engaged in action.  However, the world "part-icipation" refers to principal action in which everyone has a "part".  And so if we want to discover the kind of doing that active participation involves, we need, first of all, to determine what this central actio  is in which all the members of the community are supposed to participate. The study of the liturgical sources provides an answer that at first may surprise us, though, in the light of the biblical foundations considered in the first part, it is quite self-evident.  By the actio nd the need for a general acting out derived therefrom, as if as many as possible as often as possible must be visible to all go into action. But the word "participation" (or "participation '' refers to a main plot, in which all are part-have. So if you want to find out about which actions to do it, then you have to determine first of all, that because these actual central "actio" is, to which would also involve all members of the community [...] Under the actio of the liturgy refers its  sources, the Eucharistic Prayer. [...] The real liturgical action, the true liturgical act, is the oratio -.. the great prayer, which forms the core of the Eucharist which was therefore described by the Fathers as oratio ... .This oratio- the Eucharistic Prayer, the "canon" - is really more than speech is actio in the highest sense, because it happens that human actio (as they had hitherto been practiced by the priests in the various religions) withdraws and gives room for the actio divina, the action of God (Joseph Cardinal Ratzinger. The Spirit of the Liturgy, Herder, 6.Aufl, Freiburg im Breisgau 2002, S. 147f).
The Motu Proprio Summorum Pontificum tries to reconcile the two forms of the Roman Rite and tries above all to help us to rediscover the sacredness of the Holy Mass as an act of God and not of man. Here we touch upon a really important point. The problem of widespread indiscipline, lack of respect and loyalty to the Rite,  may even attack the validity of the sacrament."

Pope Francis Openly Contradicts Summorum Pontificum?

Edit: this is from the Catholic Neoconservative commerce website, Kath.net.  It says that Pope Francis has confirmed he will stay the course as stated by his predecessor, and then makes a statement that seems to clearly contradict it.  We can't imagine he wouldn't see the problem.  We suspect that he will continue to say one thing and do another with respect to traditionalists who are at present being blamed for all the woes of the Church at present.

Pope Francis has met with about 60 members of the Franciscan Friars of the Immaculate Conception at the Vatican.   At the meeting the state of the Order was discussed, which has been placed under an Apostolic Commissar for a year.

  Pope Francis has already met  with about 60 friars of the Franciscan Friars of the Immaculate Conception at the Vatican on June 10th earlier this month.  The meeting took place in the chapel of St. Martha Guest House and lasted about 90 minutes.  This is according to reports by Vatican expert Andrea Tornielli on the online edition of Vatican insider.
 
After the Franciscans had renewed their consecration to the Immaculate Conception with the Pope, they asked questions of Francis.  The Franciscans of the Immaculate have been under an apostolic Commissar for almost a year because of "internal" problems.  Even the Capuchin, Father Fidenzio Volpi, attended the meeting, says Tornielli.

 Francis has been "well informed" in all matters. The Vatican expert, says he is following the development of the Order and expressed his appreciation to Volpi for his "work".

 Due to the Vatican measures,  about 40 of the 400 world's brothers have [requested to leave, per Rorate] left the Order.   It's about half of the seminarians who were only under temporary vows, writes Tornielli.

 With regard to the restrictions on the "Old Mass", Pope Francis  does not want to stray  from the line of Benedict XVI.  From the question of rite there should but be no ideological confrontation, the pope continued.   The members of the Franciscans of the Immaculate must obtain permission from superiors and the bishop, if they want to celebrate a Holy Mass in the extraordinary rite in a parish church, a sanctuary or a meeting house.  [Since the legislation specifically says the opposite, it's difficult to see how this doesn't contravene, Summorum Pontificum.]

More “Reforms”: Will Ecclesia Dei Be Devoured By The Congregation of Religious Too?

(Rome) The well-known website Rorate Caeli wrote that in 1988,  the Pontifial Commission Ecclesia Dei established by  Pope John Paul II could be dissolved in the course of reform of the Curia taking place under Pope Francis.   It’s a message that caused some excitement in the communities  faithful to tradition. The background forms the distance of the Argentine pope to tradition. Since taking office, Pope Francis has made gestures in a variety of directions, most recently in the Vatican Gardens  towards Judaism and Islam, in his discussions with Eugenio Scalfari also towards atheists, agnostics and Freemasons, while Catholic tradition has he largely ignored.

Papal Astonishment that Catholic Youth is Attracted to the Old Rite

Some cryptic formulations were even interpreted as a swipe against tradition. A general lack of liturgical sensibility seems in addition to hinder Pope Francis’  access to the Old Rite. Compared to the Apulian bishops, he reaffirmed last year, however, that the two forms of the rite should co-exist and be mutually reinforcing. Speaking to the Czech bishops, the head of the Church expressed surprise in the spring of 2014 expressed surprise that  Catholic youth are attracted to the Old Rite.
The Pontifical Commission Ecclesia Dei was created in 1988 to accommodate parts of the Priestly Society of St. Pius X. catch who did not want to go with “State of Emergency" illicit episcopal ordinations. Since then, the Commission is responsible for all old ritual Communities and orders in the Catholic Church. They thus have direct contact to the Roman Curia.

CDF: Does Lack of Agreement with the SSPX to Decoupling From Ecclesia Dei?

Pope Benedict XVI.  created a Pontifical Council with Ecclesia Dei.  In 2009, the Pontifical Commission of the Congregation and their prefect was automatically a President of the Commission. The President of the Commission has always been a cardinal. From 1988 to 2009 former or partly reigning Prefects of the different Roman Congregations have been incorporated without it.  From 1988-1991 Paul Augustin Cardinal Mayer OSB, former prefect of the Congregation for Divine Worship and the Discipline of the Sacraments, Antonio Cardinal Innocenti 1991-1995, former prefect of the Congregation for the Clergy, Cardinal Angelo Felici 1995-2000, former prefect of the Congregation for the Causes of Saints, 2000-2009, Cardinal Dario Castrillon Hoyos, the same was also Prefect of the Congregation for the Clergy till 2006. Since 2009, the respective Prefect of the CDF is Commission Chairman, 2009-2012 was  William Joseph Cardinal Levada, since then  the German Cardinal Gerhard Ludwig Müller has officiated.

Congregation of Religious - “Worst of the Worst" Variants

Since the news broke, that Pope Francis is  going  to dissolve a number  of papal councils, merge, or incorporate others, there is concern that   on this occasion they could be manually applied to those facilities in which tradition is of an institutional and therefore recognized framework in the Church. This makes especially the "worst of the worst" variants (Messa in Latino) in the traditional circles, namely the decoupling  of Ecclesia Dei from the CDF and the integration into the Congregation for Religious.  The dissolution of  the Commission is considered unlikely. The question of integration is seen as an indicator of "benevolence".
The presentiment that the leadership will go to  Cardinal Prefect Joao Braz de Aviz, a remaining appointment  from the time of Benedict XVI. (2011),  and Secretary, Curia, Archbishop José Rodríguez Carballo, OFM,   an equally unfortunate appointment by Pope Francis (2013), has left  traditional Catholics who are certainly not Cassandras, but have a high threshold of pain, in some anxiety, because of the unspeakable dealing with the Order of the Franciscans of the Immaculate.

The Amazing Zeal of an Inertial Congregation

The Franciscan religious order founded by Father Stefano Manelli  broke two taboos. It changed from the New Order, as such, ( he is subject to the Congregation of Religious and not Ecclesia Dei), from the New to the Old Rite. A step that it also associated with an in-depth engagement and public confrontation with the Church crisis, its causes and in this context with the Second Vatican Council. The male branch of the order was placed  under provisional administration in July of 2013, and a a Visitator for the female branch was appointed in May 2014 and the lay community affiliated with the Order was also suspended. In contrary to the existing Church law the Order of the Old Rite was banned. The priest must individually apply for a permission to celebrate the traditional Mass. To ensure that the female branch of the order was severely impaired, although initially excluded from direct action because the Franciscan Franciscan Sisters are no longer allowed to participate Holy Mass in the Old Rite. The fact that the sisters wanted to maintain the Old Rite, did not move  the leadership of the Congregation at all. 
However, Rome is not only this variant of the inclusion in the conversation. There is the inclusion of  the CDF in that. Pope Benedict XVI explicitly employed it with a view to a return of the SSPX into unity with Rome.  Yet this seems to have exhausted itself where the talks between the Holy See and the SSPX remain inconclusive.

The Congregation for Divine Worship - “Liturgical Sensibility"

Besides the possible "worst" variant, the inclusion in the Congregation of Religious,  there is also discussion of integration into the Congregation for Divine Worship. There since 2008, Cardinal Antonio Cañizares Llovera has officiated in the  Curia. It’s an office which could still be exercised for some years by the 68 year old Spaniard. However, there have been persistent rumors  since the election of Pope Francis   of his dismissal.  Indeed, Cardinal Cañizares is the only one of nine prefects of the Congregation, about whom Francis has still taken no decision. Originally, should he be sent back to Spain,  and according to his rank it would only be possible to appointment him as Archbishop of Madrid.  In contrast, there are again some reservations in Spain, where with such an option which no one had anticipated, where an internal succession and local solutions are under discussion.
Regardless of the unresolved question of the Prefect, the annexation of the Commission Ecclesia Dei to the Congregation for Divine Worship would be a  feasible and acceptable solution for traditional circles. The Congregation has very well trained staff with "high liturgical sensibility" (Messa in Latino) and excelled in the past few years mainly due to the sound and quick response to pending questions. Compared to the Congregation for Divine Worship all other congregations act cumbersomely. The special zeal of the Congregation of Religious in the damage of the Order of the Franciscans of the Immaculate represents a marked exception, which makes matters even more difficult.

How is Pope Francis decide?

How is Pope Francis decide? What his C8 Kardinalsrat recommend? Pope Benedict XVI. aimed to lead the two forms of the Roman Rite to actual equality in the Church. A counter-revolutionary act of the first order, the scope of which, few are aware of in the Church  today, however, some high-ranking enemy was aware of it and it has been  counteracted by Francis Pope personally. In his understanding is Summorum Pontificum and following the instruction Universae Ecclesiae it is only as a gesture of paternal accommodation to a small minority in the Church.  No less, but no more. As such, he sees and accepts the step of Benedict XVI. The question of whether he would ever take such a step himself, is ultimately a useless intellectual exercise.

Dear Father Jenkins:

Thank you for your visit today. I am writing you to state formally what I told you during our meeting. These norms take effect immediately.

1. You do not have permission to have the public celebration of the Ordinary Form of the Mass at the Chapel of Notre Dame University. This includes Sundays and weekdays. The weekly celebration of the Ordinary Form is available to the faithful every Sunday at St. Anthony de Padua Catholic Church in South Bend.

2. You may only have the celebration of the Mass in the Extraordinary Form by priests who explicitly have faculties for such celebration as granted by me as the Bishop of Fort Wayne-South Bend.

3. Failure to comply with the above-stated norms will result in my withdrawal of permission to celebrate the Eucharist in your chapel along with withdrawal of permission to reserve the Blessed Sacrament in the closet down the hall from the Chapel.

I make these norms out of my pastoral solicitude and care for the students of Notre Dame University as well as for your own soul. I urge you to comply with them. Please convey to your students my gratitude for their gift of the collected works of Hans Kung. Please assure them of their presence in my prayers. I remain,

"In Every Dictatorship The Past is Censured" -- From the Life of a Diocesan Priest Who Discovered the Immemorial Mass of All Ages


(Milan) Don Alberto Secci, born in 1963, ordained in 1988, is a priest of the Diocese of Novara on the border with Switzerland. Don Secci became famous when he announced with two other diocesan priests, that he was bringing the traditional form of the Roman Rite back according to the Motu Proprio Summorum Pontificum of Pope Benedict XVI.. The result was great resistance from the diocesan leadership, the rest of the clergy and public hostility. Today he may celebrate the Old Rite and proclaim the undiminished faith - in a tiny mountain village with a few hundred inhabitants. In an interview, he talks about the crisis in the Church and the importance of tradition.
As the three priests announced their decision according to  Summorum Pontificum,  there was massive resistance in the diocesan leadership and the rest of the clergy of the diocese who immediately stirred up  sedition  of  the parishioners against their pastor. The priests became a national news story. The entire press of Italy reported about them. They were described as "stubborn" and denounced as "agents provocateurs"."We had become a scandal overnight, for the world and the diocese," said Don Secci. The Pope generously granted the Motu Proprio "and for that, the Church can't thank him enough," said the priest. However, Rome was unable to prevail against the selfishness of some bishops who consider their diocese as a private fief. Two Priests are active today in the Southern Alps at Domodossola Verbania and close to the Swiss border, a pastors. To expand its reach, they run the Internet apostolate Radicati nella Fede (Rooted in Faith) and  seek the instruction of the faithful in the Church's teaching of all time in their parish boundaries. In January, the fourth annual "Day of the Tradition" will take place, which Don Secci organizes once a year. The theme for 2014 is: "Winter in the Church after the Second Vatican Council". The topic is taken from the book by Cristina Siccardi (see separate article The Winter of the Church after the Second Vatican Council - The new book to an open question )  who will be present as a speaker.The interview with Don Alberto Secci was conducted by Riscossa Cristiana .
1) It is becoming increasingly apparent, even in relation to the celebration of the Holy Mass (Old Rite and New Rite) that there are two different ways to live the Catholic religion: priests and faithful, are oriented to lessons that are subject to the modern revolution, and other priests and faithful who adhere to the teachings and principles of the Church's tradition. How do you think it will be possible one day to resolve this dichotomy again?
Don Alberto Secci: It is necessary that those who have the grace to recognize this terrible dichotomy, have to choose for God, to live in complete catholicity  according to Catholic tradition. This is the crucial point. In Christianity there is nothing abstract. You said: "also in relation to the celebration of the Holy Mass in the traditional rite".  I'd rather say they remain Catholic, believers hold fast to the teachings and principles of the Church's tradition.. The believers who are  held by the revolution, however, have only a vague Christian inspiration and the only in the best cases. To be precise, you said: "in reference to the Mass."  Allow me to emphasize this "also". Why? Not in the sense, as if there were just the Mass, because the Doctrine of the  Faith is inseparable from the Mass and  connected to the entire apostolate. But it is much more in the sense that the Catholic life is the continuation of grace, which comes above all through the sacraments, and thus is the center of the Holy Mass, indeed a Mass without an ambiguous rite. Therefore, If  someone had the grace to understand the dramatic situation,  he would not trade his   conscience for personal acquiescence. One must look for a traditional Mass site and make this the comprehensive place of education in the faith, in the broadest sense of the word, not just intellectually. Small centers of the normal Catholic life, quite modest and perhaps even quite poor, but largely because of the graces that they convey. This will be the solution, God willing. It is our duty to decide whether we want to tread a path of grace and therefore, tradition by loving the Church in Her suffering. God is the solution to this mystery ailment. But God has already solved everything. We are to lovingly care about the Church and not "politically."

From a Sermon by Cardinal Leo Burke



(Rome) On St. Stephen's Day, the 26th of December, 2010, Cardinal Raymond Leo Burke celebrated a Pontifical High Mass in the Roman parish of Santa Maria di Nazareth in the suburbs. Monsignor Gino Reali, Bishop of the diocese of Porto-Santa Rufina, had invited him. Some statements in the Cardinal's sermon ought to be recalled:

"After the Ecumenical Second Vatican Council, but not because of the council, the nature of the reform of the Rite of Mass has significantly darkened in a sense, the divine action in the Holy Mass which is the union of heaven and earth, has led some to mistakenly thinking that the Holy Liturgy is an action that we have fabricated in a certain way and with which we can therefore experiment.

The truth of the Divine Liturgy is but entirely different. The Sacred Liturgy is in fact the action of His mystical body living through the outpouring of the Holy Spirit, Jesus Christ. It is His gift to us, which we must we accept, appreciate and preserve according to the instructions of our pastors and especially the Holy Father, the Vicar of Christ on earth, and therefore, the shepherd of the universal Church. We are called to assume in our time in the doctrine and order which our Holy Father Benedict XVI. has given us in his Apostolic Letter Summorum Pontificum, which he wanted to restore the shape of the rite to bring to expression the complete and efficient the truth of the Divine Liturgy.

[...] By following the teaching of the Holy Father, we celebrate the Roman Rite correctly in the Extraordinary Form to help us perfectly penetrate into the knowledge of the Mystery of faith, the mystery of God's love for us, and by pure and to respond to this mystery by unselfish love for God and neighbor. "

Martin Mosebach: "The Only Chance For Summorum Pontificum is From the Influence of Pope Benedict XVI"

Paix Liturgique has published in  Letter 40,  an analysis of the German writer Martin Mosebach on the current situation of the Church, the efforts of Pope Benedict XVI. to have underestimated the liturgical renewal and its error, "how deeply the spirit of the anti-liturgical heresy had penetrated even into the high clergy."
The Church under Pope Francis has experienced a shift of center on the pastoral work and a new style in many ways. The liturgical advisers to the Pope have been already replaced.  For the observers of the papal liturgies the growing sacredness of the last pontificate has already experienced noticeable changes. How does  it now stand for the Benedict XVI. initiated "Reform of the Reform"? What about the Motu ProprioSummorum Pontificum? What can the followers of the Extraordinary Form expect in the future from the Pope? What about the future of the liturgy?
Martin Mosebach, award-winning German writer and renowned author (latest book: . The Ultramontane All Roads Lead to Rome ) has already,  in his book which has been translated into many languages, the "Heresy of Formlessness", addressed accurately and  with a sharp eye,  without a mincing, plumbed to the kernel of the faults of the post-Conciliar development of the liturgy and thus deeply spoken of the soul the believers who particularly suffered  from the widespread liturgical experimentation with all their loss of form of the Roman liturgy, the marginalization of the sacrificial nature and widespread reinterpretation of the Holy Mass at a community meeting. He describes his personal experiences there in different countries with literary brilliance  and his consequent turning to traditional liturgy.
Today he commented shrewdly and exclusively for Paix Liturgique  on the current situation after the change of pontificate  and his assessment of the future
What do you think is the future of the liturgical reform of Pope Ratzinger? Can they still bear fruit or will we move into a blind alley?
Mosebach: Pope Benedict's main concern  certainly has been the liturgical "reform of the reform". This project had barely begun; well you have to admit that Pope Benedict has given up with his resignation. Currently, it would have no chance to be pursued, especially as the Congregation of Rites is reportedly appointed by the new pope with the declared enemies of a "reform of the reform". The more important is the legacy that Pope Benedict has left in the form of Summorom Pontificum for the reintegration of the Old Rite in the rites of the Church.
But this should be the last positive word at least for the time of the pontificate of Pope Francis, we get to hear from Rome in general not only about the Old Rite, but about liturgy. Pope Benedict has obviously completely misjudged the situation. He obviously has not seen how deeply the spirit of the anti-liturgical heresy had penetrated even into the high clergy.
In his interview with the Jesuits, Pope Francis said that Summorum Pontificum a wise gesture by Benedict XVI. to provide some believers that were attached to the Vetus Ordo. The traditional world, however, keeps it firmly, - drawing on the statements of Cardinal Cañizares and Cardinal Castrillón Hoyos - that it is  a treasure to the universal Church that will be revealed: Who is right?
Mosebach: The only chance  Summorum Pontificum has in the future is through the influence of Pope Benedict XVI.  The  "reform of the reform" was probably  a hopeless project from the beginning. In the general liturgical ignorance and lack of understanding of the clergy it was hopeless to promote the return of some sacramental forms that received their  meaning and significance only from the entire corpus of the sacramental. Pope Benedict's failure in this matter is stated in that the maximum program for the "unrepentant" and "prepared to compromise," the most realistic was: the unconditional return to tradition.
On the 24th to 27th of October, a pilgrimage took place in Rome Summorum Pontificum Coetus. After to Cardinal Cañizares, Cardinal Castrillon Hoyos celebrated in St. Peter's Basilica this year: How important was it for the Church that the faithful who adhere to the Extraordinary Form of the Roman Rite, have testified their proximity to the traditional liturgy at this event?  Can they also get to know the new pope that he might learn a small bit of this reality?
Mosebach: We as Catholics are  experiencing the depressing spectacle of a pope, who takes  the path of least resistance is to the public and how everyone who follows the mainstream, hails him as  "brave".   We must believe Pope Benedict, when he looked at the great tradition of the liturgy as the Church's treasure. It was not a clever diplomatic gesture from him again to secure a place in the tradition of the Church. That Francis Pope might disagree, unfortunately, fits all too well into the picture.
Finally, if one thinks of the resistance to the liturgical restoration of Pope Benedict, and on the other hand the failure of the unity of Rome and Ecône is aware: Do we have fear of a new liturgical outbreak of war?
Mosebach: It is very important that the pilgrimage of Coetus Summorum Pontificum leads many people to Rome. For a populist minded Pope an impressive participation like it might contain even a small positive argument, but the adherents of the Old Rite should be quite determined now to set not to look in the years to Rome and to be fixed on Rome, but to secure the newfound freedom at each location and to expand and to set up hope  completely on a new generation of priests. Let us not forget the worst thing that is truly unimaginable is already behind us: a Roman Pope, Paul VI, who destroyed the liturgy..
Six months after the election of Pope Francis' it seems that there is not much left of  the liturgical reform of Pope Benedict: Is it so?
Mosebach: Basically this is conceivable. We see, for example, the intervention of the Vatican in the religious life of the Franciscan Sisters of the Immaculate Conception, that every  traditional religious community in which there is not one unbroken common will uniting all members, is endangered in its existence. On the other hand, of course, we can say that the official church in Western Europe has become much weaker and therefore does not have the total strength to readily  with which they could operate in the 70s and 80s, for their work of destruction. And the tradition of groups on the other hand have become stronger, they can no longer simply be intimidated and swept away, as so many bishops were  "in the spirit of the Council".
The chances for tradition are not so bad, if it focuses on staying hard inside and not to get bogged down in arguments, especially to gain young people, young priests  for themselves. We had a short vacation, and now it needs to proceed without Rome again;  but we know that already.

Guillaume Ferluc: "It is Not Possible to Exile the Old Mass Back to the Closet Any More"

Edit: Guillaume Ferluc is an organizer with the Traditional Pilgrimage to Rome. Here's an interview which has appeared in German, but nowhere else on line in English.  Rather than scan the Remnant, we just translated this:

(Rome) After the surprising success of the First International Pilgrimage if Tradition to Rome last year, is the Second International Pilgrimage, from the 24th-27th Held in Rome in October 2013, already in the intensive preparation phase. The American journal The Remnant published an interview with Guillaume Ferluc, the Secretary of the Coetus Internationalis Summorum Pontificum (CISP), Who Organizes Pilgrimages.

How Far Has the Organization Progressed?

We have just completed the writing of the final program with the announcement of the celebrant of the Pontifical Mass in St. Peter's Basilica on Saturday, the 26th of October at 11 clock:

Cardinal Dario Castrillon Hoyos, which day coincides exactly on the of the 61st Anniversary of his ordination. The presence of Cardinal Castrillon Hoyos on this day is a great pleasure and an honor for us, for all the people of Summorum Pontificum. As President of the Ecclesia Dei Commission, the Cardinal had no shortage of pity for the rights of believers and priests who are connected to the traditional Liturgy, and adhered with great enthusiasm and loyalty to the publication of the Motu Proprio of Pope Benedict XVI. As the first point to note is the general dynamics of the pilgrimage that this year a great calm reigns over all the pilgrims, the religious and the individual institutions of Coetus. Last year there had been some the impression that we would speak out of nowhere to represent a new reality, they were a little surprised, even though they belong to the same traditional family. The surprise was perhaps also the fact that we ourselves were unable to to convey our initiative sufficiently. Also, they had little time to prepare for the pilgrimage. This year there is a greater openness on the part of all who deem it an important witness to our Catholic, Apostolic and Roman Faith. Roman in the sense, to express to him "ad Petri sedem, cum Petro et sub Petro". Of course there is also resistance, especially by those Church leaders who, because of Pope Benedict XVI's resignation from office would like to take advantage of in order to put the Mass of St. Pius V back in the closet.

Besides Bishop Athanasius Schneider will also Msgr Rifan, the Ordinary of the Apostolic Administration of Saint John Mary Vianney of Campos in Brazil as celebrant: Why him exactly?

We see in Msgr Rifan a reality that we want to have more in the Church today, that is a bishop who has the mission to celebrate the traditional Liturgy of the Church, to teach and to preserve, but also the ability and the duty to ordain priests in and for the Extraordinary Form of the Roman Rite. In order to advance our religious practice to our parishes to visit the Mass in the traditional rite, we need priests and therefore seminaries that train them in a logical sequence and also bishops, who can ordain. As Monsignor Rifan is currently the only bishop whose pastoral use is exactly that, it seemed natural to have him with us. In addition, we received excellent testimonials from the recent World Youth Day in Rio de Janeiro, where Msgr Rifan held the catechesis for the traditional youth from Juventutem, a group that supports their apostolate to the traditional liturgy. The Church was packed, the Pontifical Liturgy was very worthy and they appreciated the sermons. Who would have dared to think not so long ago that hundreds of young Catholics in Brazil would participate for three days of preaching and witness the Masses, and could confess to priests who are connected to the tradition of the Church? And all with the official imprimatur of the Apostolic, Roman Church? Sure, someone could argue that it was only one of 300 bishops, but there already is an important goal that has been reached. Also the place was very impressive. The place allocated for Catechesis was the old Cathedral of Rio de Janeiro, a place full of history and faith of past generations and therefore of special symbolic significance. World Youth Day shows in a special way how much the traditional Liturgy attracts the youth. Therefore, we can not stay in our little fort, but must go to meet all who seek a greater solemnity and greater holiness in their lives of faith.

A Recent Report stated that a Mass in the Extraordinary Form is to take place even in the Helsinki Cathedral regularly.



Further proof of growth in the Extraordinary Form of the Roman Rite and that the new priests who celebrate their first Mass in the Extraordinary Form [Immemorial Mass of All Ages], increasing from year to year. And not just those connected to Ecclesia Dei Institutes, but also among those being educated in the diocesan priests seminaries. It's a way for many priests to express their affiliation to what we do, what we call Generation Benedict XVI., just as you spoke of the John Paul II generation. This generation of Pope Benedict could also be called the generation of Summorum Pontificum. Starting next year, the majority of the newly ordained priests will belong to those who entered the seminaries after the publication of Summorum Pontificum. And here we are, as I believe, going to experience further growth of the traditional Liturgy. Of course, we hope that these priests will also make use of their rights and celebrate the Traditional Rite in their future parishes. It is also to mention the beautiful practice that many priests consecrated to the Ecclesia Dei Institutes celebrate their first Mass in their home parish and home diocese. I am thinking of Father Massimo Botta of the Fraternity of St. Peter, his first Mass on June 23rd, 2013 was celebrated in the Cathedral of Velletri and therefore the Old Mass was permitted to return, where had no longer been celebrated for 40 years.

What would be in your opinion, the challenges related in the traditional world of the new pontificate? We are convinced that the history of the Church didn't just end in 1962, just as It did not end with the pontificate of Pope Benedict [...] In the traditional liturgy is the partecipatio actuosa in which the faithful engage in a humble participation, from silence, worship, kneeling, petitioning and thanksgiving. Many conversations are not unlike that of a man in difficulty asking for help, a man who suffers. And we think the fact that among the many great holy priests, there were many simple priests and religious, from the Holy Curé of Ars, at Don Orione or Padre Pio. [...] it was always related to a liturgy in which all belonged, from the farmer to housewife, people who had certainly not studied Latin at the Sorbonne, or at any other school of high culture, but felt nevertheless as an integrated part of the Liturgy, because this cult was offered to God.

There is another challenge to take: to refute those who think erroneously, Pope Benedict had resurrected a dead man, and do not want to be carried out for us in the peripheries of the Church, but even outside the Church. For almost 50 years those faithful, religious and priests who are connected to tradition have been ridiculed, despised and ostracized. On the 7th of July in 2007, Pope Benedict XVI. brought this situation to an end, which had oppressed many souls, by sewing together the torn dress the church. It is up to us, to reject every attempt to put a new tear in the unity of the Church, and to be real members of the flock. We are well aware we are not to be the whole herd and we are happy to accept being just one among a hundred sheep, [sic] but we believe that we deserve no less attention and care from our pastors than the others. Some fear our "ideology", but I can reassure them. We have no "ideology" but the love for Jesus in the Eucharist, the Cross and the Resurrection.

Lex Dubia Non Obligat -- Against an Unjust Law and Legal Positivism Which Has Penetrated the Church

(Rome) The historian Roberto de Mattei is concerned with the sources of law and the legal hierarchy of Church law and the obligation that every Church Law must have its basis in the divine law. On the other hand, says de Mattei, is legal positivism which ignores this central principle, penetrating into the Church. The most recent example is the decree by the Congregation of Religious, which places the order of the Franciscans of the Immaculate under provisional administration and abolishes the celebration of the Old Mass on the 11th of August. Resistance against the positivist thinking undermining the Church's understanding of the law is permissible, says de Mattei. The principle that an unjust law obligates no obedience, could even go so far as to draw excommunication upon himself, rather than to engage in a false obedience. This had already been taught by Saint Thomas Aquinas and all great canonists.

The case of the Franciscans of the Immaculate Conception church brings a canonical, moral and spiritual issues back on the agenda, which often arrested in the post-Conciliar years and occasionally "exploded": the problem of obedience to an unjust law. A law can be unjust not only when it violates the law of God and nature, but even if it hurts a canon law of a higher rank in the legal hierarchy. This is the case with the decree of 11 July 2013, by the Congregation for Consecrated Life , putting the Franciscans of the Immaculate Conception under provisional administration.

The violation of the law is not in the provisional administration, but in the part of the decree, that claims to force the Franciscan Friars of the Immaculate to waive the celebration of the Holy Mass according to the traditional Roman Rite. In addition to the Bull Quo Primum of St. Pius V (1570) there is the Motu Proprio Summorum Pontificum of Pope Benedict XVI. (2007), and thus a universal Church law that gives every priest the right to:

Accordingly, it is allowed, according the sacrifice of the Mass of Blessed John XXIII. promulgated in 1962 and never abolished typical edition of the Roman Missal, to celebrate the Extraordinary Form of the Liturgy of the Church.


Article 2 of the Motu Proprio clarifies that it neither requires permission from the the Holy See nor from his superior when the Mass is celebrated sine populo.

Article 3 adds that it is not just the individual priest, but Communities of Institutes of Consecrated Life and Societies of Apostolic Life - whether pontifical or diocesan right, is allowed in the Convention or, in its own oratory community's Mass to keep the celebration of the Holy Mass according to the edition of the Roman Missal that was promulgated in 1962.

If an individual community or an entire Institute or a whole society wants to commit such celebrations often, usually or always, it is the responsibility of superiors, to decide according to the norm of law, and according to the laws and particular statutes. In this case there is no need to invoke the divine and natural law, it is sufficient that the Church as the legal source. An eminent jurist like Pedro Lombardia (1930-1986) recalled that Canon 135, paragraph 2 of the new Code of Canon Law which establishes the principle of legitimate legislation in the sense that the legislative power is to be exercised in the manner prescribed in the right way, especially the canons 7-22, the title of the codex form, which is devoted to the ecclesiastical laws.

The Codex recalls that the universal or general laws of the Church are those which were promulgated by publication in the official gazette Acta Apostolicae Sedis (Can. 8), in Can. 12, § 1 states: General Laws require all those for whom they are adopted; Can. 18 states that laws which impose a penalty or restrict the free exercise of rights, or contain an exception to the Act, are subject to strict interpretation, Can. 20 adds: A subsequent law raises a former wholly or partly on when it says this explicitly or opposed to it directly or is the whole matter of the earlier law assigns comprehensive , and finally sets Can. 21 states: In doubt, the revocation of a previous law is not presumed, but later laws are to be set in relation to earlier and to bring with them as far as possible in line.

Canon 135 finally determined the basic principle of the hierarchy: A lower legislator cannot validly issue a law contrary to higher law. Not even a Pope can abolish the act of another pope, except in the prescribed form. The unassailable rule in moral and legal states is that a law of a higher source that affects an area larger and of more universal significance, has title to a superior rule of law, has priority (Regis Jolive, 1959).

According to Canon 14 for the canonical standard to be mandatory, may not be the object of legal doubt ( dubium juris ). If there is a lack of legal certainty, the axiom applies: lex dubia non obligat. If there is a doubt, the honor of God and the salvation of souls will have precedence over any actual consequences that may follow from an act at the personal level. The new Code of Canon Law Canon recalls the past that the Church always has in mind the salus suprema lex animarum (Can. 1752). Saint Thomas Aquinas already taught this when he was in his Quaestiones quodlibetales , explaining that the purpose of canon law aims for the peace of the Church and the salvation of souls (12, q. 16, a 2) and all the great canonists have followed him in this.

The Cardinal Julian Herranz, president of the Pontifical Council for Legislative Texts in a speech delivered on the 6th of April 2000 spoke on the salus animarum as a principle of canon law, he recalled that this is the highest principle of ecclesiastical legislation. But that requires basic considerations ahead that are missing in the debate, because often the moral and metaphysical foundation of law is forgotten.

Today there is a purely legalistic and formalistic conception which tends to see the law as a mere instrument in the hands of those who have power (Don Arturo Cattaneo, 2011). According to the legal positivism, which has infiltrated into the Church, what is considered correct, is issued by the authority. In reality, this is jus divinum is the basis for legal expressions and demands the primacy of jus in front of Lex. The principles of legal positivism distort the foundations and replaced legal validity of the jus through the application of the Lex. The law can is only seen the will of the rulers and not the reflection of the divine law, according to which God is creator and foundation of every law. He is the living and eternal law, absolute principle any law (jus divinum, ed. Juan Ignacio Arrieta, 2010).

For this reason, in a conflict between human and divine law, God and not the people is to be obeyed (Acts 5:29). The obedience is owed ​​to superiors because they represent the authority of God, and they represent, because they keep the divine law and apply it. Obedience is not only a formal procedure that causes us to submit to human authority. It is primarily a virtue that leads us on the path of perfection. Not who vested interests, obeying from fear or submissive human attachment is not really obedient, but who chooses the true obedience which is a compound of the human will with the divine will. For the love of God, we must be prepared to obey this highest act of His law and His will, to detach ourselves from the bonds of false obedience, poses the risk to let us lose faith. Unfortunately, today a false sense of obedience is common that sometimes borders on sycophancy and in which the fear of human authority is provided through the divine truth.

The resistance to unlawful commands is sometimes a duty to God and to our neighbor, the need for exemplary acts of metaphysical and moral stolidity. The Franciscans of the Immaculate had obtained from Benedict XVI. the extraordinary goods of traditional, falsely "Tridentine" so-called Mass, accepted and celebrated again today by thousands of priests lawfully throughout the world. There is no better way to express their gratitude to Benedict XVI. and at the same time to express their protest against the injustice done to them, than to continue to celebrate in the serenity of a clear conscience, the Holy Sacrifice of the Mass in the traditional Roman Rite. No law can force their conscience. Maybe only few will do this, but compliance to prevent greater evil, will not help to avert the storm that goes beyond their Order and the Church.

Feast Days For the Franciscans of the Immaculate in the Immemorial Mass of All Ages -- 12 New Novices, 16 Temporary Vows
